Your friend clearly didn't put enough thought into it if he's regretting it already.
It's that kind of mentality that helps gives tattoos a bad name.
I'd always recommend putting at least a year of thought into your first tattoo and if it's your own design - and you think you're happy with it - put it to one side for a couple of months then look at it again.
Most artists (myself included) are highly critical of their own work so something that may look brilliant now may not look so hot in a month or so when your brain has had a chance to digest it . . . .
It's always better to take your time and then change the design on paper as once it's on skin it's a tad too late.
I have no sypathy for people who rush into getting a tattoo then regret it.
I do, however, have sypathy for those stuck with a crap tattooist . . . . My first three I was always happy with until I got together with my current tattooist . . . then his work made my old tat's look cheap . . . . Needless to say I'm already having one reworked and the other two will follow to bring them all up to standard.
