Going on Ebay with a reserve of $3500 and hope for the best.

Did you ask about the headers and trans ?

Was the manifold and carb on it ? (I can't see the pic)

Yes and yes.  

had a dizzy, cables and rocker covers on there as well which I didn't order

Engines been Advertised on Ebay for nearly a Month now for $3400 with very little interest.
And according to the Builder nothing is selling in the States. Had a look at complete listings and couldn't find much except this Ebay Link Which went for a little over $1k

Been offered $2300 for it...

I paid about $4500 for it.

Not sure what to do...

at the end of the day the guy has had YOUR money in his bank for a couple of years,

 YOU.. should not be waiting on the result of an auction to get back your money......

a stronger letter should be sent to him.....


on the other hand...with the exchange rate varying ...$1000 was probably £500 two years ago.....

If you've been offered $2300 then wait till the classified ad expired and get him to start an auction with $2300 as a starting price... The worst that happens is the guy who was interested buys it at that price, the best is that a few people bid it up to something more like what it's worth...

Wouldn't help.  Took a letter from the Attorney General just to get this far...
